Subject: Pennsylvania Franchise Law
 
In the near future I plan to reintroduce legislation that will address Pennsylvania’s franchise law. My legislation provides the framework for fair, equitable, and responsible franchise practices.

Pennsylvania is lagging behind the curve when it comes to franchise regulation. The laws in place do not do enough to protect franchisees from unfair practices in the sale and operation of franchised businesses.

A franchisor who merely complies with the terms of its franchise contract is not necessarily dealing with its franchisee fairly and in good faith. Reasonable improvements that introduce new products and technologies need to be provided so that a franchisee can meet the competitive challenges that exist within the franchise system. More protections need to be in place for franchisees. All too often franchisees are put in very difficult situations by contracts that could be considered unconscionable.

This legislation encompasses the majority of the issues relating to the franchise system and seeks to improve Pennsylvania’s franchise law through comprehensive regulation. Pennsylvania is in need of franchise law reform and this legislation is a great start to that end.
