MEMORANDUM

To: All House members
Subject: Resolution – Jones Act Waiver Extension

In the near future I will be introducing a resolution urging the Trump Administration and the United States Department of Homeland Security (DHS) to extend the waiver of the Merchant Marine Act of 1920, known as the Jones Act, from a period of ten days to a full year.

Given the nature and scope of the destruction sustained by the United States territory of Puerto Rico following hurricanes Irma and Maria, it is imperative that the federal government promptly act to ensure that the dispensation and delivery of vitally important resources to the territory are not unnecessarily encumbered. While the authorization of the ten-day waiver of the Jones Act was appreciated, the degree of devastation experienced by Puerto Rico has given rise to an urgent set of circumstances that necessitates a greater extension.

Puerto Rico’s recovery from this harrowing catastrophe will be protracted and deliberate. It is for this reason that we must urge the Trump Administration and DHS to extend the waiver of the Jones Act from ten days to a full year. Therefore, I encourage all of my colleagues to please join me in co-sponsoring this very important and worthwhile resolution.
