Subject:	Eliminates the Civil Service Requirement for PHMC Site Administrators

I have had the honor of representing the legislature, along with three other colleagues, on the Pennsylvania Historic Museum Commission (PHMC) for several sessions. Over the years I have noticed that there are limits imposed by PHMC on being able to apply for a job as a site administrator for PHMC. These positions are important as they are often the face of the Commission. For some time PHMC has classified the site administrator role as a civil service position. Further, PHMC has set two years as a curator as a pre-condition of taking the civil service exam. Since PHMC has a separate position of curator, this significantly limits the pool of potential applicants. The functions of site administrator are wholly different than those of a curator, rendering this pre-condition excessive. I am introducing legislation to eliminate the civil service requirement for the PHMC site administrator position. Within the Department of Conservation and Natural Resources, a similar position of site administrator is not designated as a civil service position. I believe the number of qualified applicants will grow by eliminating this restricting requirement that focuses on skill sets that are not relevant to the position.
