Subject: Cosponsor Memo: Welfare Reform- Accrued Benefits Termination
 
Welfare recipients are not required by state or federal law to use their benefits each month. Sometimes weeks may pass before a family uses their welfare allotments. But what happens when welfare benefits remain unused for a period of time? This practice is not fair to those who are in true need and need assistance immediately. Worse yet, it gives rise to the incidents of the card being used by unauthorized individuals for their own scrupulous purposes.

To address the matter of dormant benefits and to ensure those in the greatest need continue to receive assistance I will be introducing legislation that calls for the forfeiture of any assistance allotments that remain unused by the eligible individual or family after a six-month period. This will ensure needed benefits are used within six months.
