Subject: Land Banks Legislation
 
I invite you to join me in sponsoring legislation amending our land banks law to enhance the ability of the Philadelphia Land Bank to acquire vacant, tax delinquent property.

Enacted as Act 153 of 2012, our land banks statute (Chapter 21 in Title 68) is helping our communities, large and small, to eradicate blight and return properties to productive use. Counties, boroughs and cities are using the law to revitalize unsafe and unsightly vacant and blighted properties. This law is working well where local officials and departments work as a team toward the same goal.

My legislation applies to the land banks in Philadelphia only. Specifically, the bill authorizes Philadelphia City Council to enact an ordinance setting forth the acceptability of the form, substance and timing of the land bank's bid to the city and to school district. My legislation also authorizes the city council to effectuate, by ordinance, the assignment of a tax claim to the land bank under the terms and conditions it chooses for these transfers.

The overall goal of my legislation is for the land bank process to operate more efficiently, thereby eradicating blight, getting properties back on the tax rolls, and increasing local property values.
