MEMORANDUM

Subject: Schools to Workforce Pipeline Act

In the near future, we will be introducing a bill to establish the Schools to Workforce Pipeline Act.

As part of a statewide workforce development strategy, we need to focus investment on young people right when they enter high school.

Our legislation will establish a pipeline for young people from high school into stable, well-paying jobs in their communities, and help employers fill much-needed job vacancies that, left unfilled, hamper productivity and profitability. It’s a win-win.

As true partners, this pilot grant program will incentivize schools and local businesses in their community to collaborate in providing work-based learning opportunities, apprenticeships, and jobs for young people during the school year, over the summer, and after they graduate.

The scourge of youth unemployment is as rampant in urban as in rural Pennsylvania, so grant dollars will be awarded in a geographically diverse manner to place CTE teachers in our schools. By piloting business-school partnerships to redesign vocational curricula in different parts of the state, we will encourage innovation in youth workforce development.

We hope you will join us in sponsoring this legislation.
