Subject: Out-of-state ATV pass
 
In the near future, I plan to introduce legislation that would create a 10-day pass for out-of-state ATV riders.

As many of you know, in order to ride trails in Pennsylvania, the owner of an ATV or side-by-side must register their vehicle in PA. The only individuals who are exempt from registration are those from one of the five neighboring states that PA has reciprocity with. These states include New York, New Jersey, Ohio, Maryland and Delaware. All others who are registered in their respective states must register in PA before they ride.

Recently, a constituent of mine attempted to organize an ATV event for disabled veteran riders. He was shocked to learn that many of the riders could not attend because they were from states that do not have reciprocity with PA and do not provide ATV registration, making it impossible to register their ATV for the disabled veteran ride.

In an effort to rectify this gap in current law, my proposal would create a 10-day out-of-state ATV pass for individuals who reside in states that do not participate in our registration waiving reciprocal agreement and do not provide ATV registration to their residents.

This much needed legislation will provide excluded groups, such as numerous disabled veterans, with the ability to apply for registration, submit all documents required by the state Department of Conservation and Natural Resources and pay the same fee that other out-of-state riders pay in order to explore our trails or participate in a number of ATV events across Pennsylvania.

These riders bring awareness to important issues in our state and raise money for several causes while increasing revenue for local businesses. Please join me in sponsoring this simple proposal. Thank you in advance for your consideration.
