Subject: Displaying of the Honor and Remember Flag
 
In the near future, I will be introducing legislation to authorize the flying of the “Honor and Remember Flag” on any public grounds or buildings in the Commonwealth.

In 2011, the General Assembly enacted HB 385. This bill became Act 19 and established the Honor and Remember Flag Act and adopted this flag as the Commonwealth’s emblem of service and sacrifice of the brave men and women of the U.S. Armed Forces who have given their lives in the line of duty. The act also requires the Department of General Services to permanently place the Honor and Remember Flag on the grounds of the State Capitol at Soldiers’ Grove, where it is currently flying today.

My proposal will amend Act 49 of 1970, which provides the Governor with the sole power and authority to regulate the displaying of the United States Flag, the Commonwealth Flag, and the POW/MIA Flag on any public ground or building within the Commonwealth.

Under my proposal, the Honor and Remember Flag will be added to the list of flags authorized to be flown on any public grounds or building in addition to placing the Honor and Remember Flag under the current authority of the Governor to regulate the display of the flag.

Since the Commonwealth has officially recognized this important flag, it is only fitting that it fly with all other flags listed above.
