Subject: | Exempt School Districts in "Financial Recovery" Status from Prevailing Wage Laws |
In the near future, I will introduce two bills that will amend the Public School Code and the Prevailing Wage Law. These bills will exempt school districts from prevailing wage if they are in "financial watch" or "financial recovery status" as designated by the PA Department of Education. Construction costs are about 30% less when prevailing wage laws do not apply to a construction project. School districts such as The City of Erie School District who plan to complete a $65 million renovation and construction project in an effort to consolidate four high schools into two high schools could save about $19 million by being exempt from prevailing wage. The bond issue payment over 20 years would be about $1 million lower each year. There does not seem to be enough support for a complete repeal of prevailing wage but I think we can all agree that financially struggling school districts should have the opportunity to invest more money in things like teachers rather than higher construction costs.
