MEMORANDUM

Posted: April 19, 2017 11:08 AM
From: Representative Donna Oberlander
To: All House members
Subject: Creating an Annual Permit for Specialized Farm Vehicles

In the near future I will introduce legislation that would create an annual permit for specialized farm vehicles.

Currently, some specialized farm vehicles not only require a permit from the PA Department of Transportation but also require a State Police escort, when the State Police is already stretched too thin. Under the current system, the farmer bears the cost of the State Police escort, and often times, coordinating all the elements (i.e. having the permit, weather issues, availability of the escort) is difficult.

This legislation would provide for an annual permit for specialized farm vehicles. It would eliminate the need for a State Police escort, but instead would allow for the use of a pilot vehicle.

Under the proposal, equipment can only be moved within 50 miles from the custom operator’s place of business, and would be restricted from moving equipment on the interstate highway system. The legislation would also set safety measures for gross weight, equipment width and would restrict movement to only daylight hours.

I hope you will consider co-sponsoring, what I believe, is an important piece of legislation. Thank you.
