Subject: Requiring Student Athletes to Obtain a Baseline EKG
 
In 2012, the General Assembly passed the Sudden Cardiac Arrest Prevention Act (Act 59 of 2012), making Pennsylvania the first state in the country to require instruction on Sudden Cardiac Arrest (SCA) for student athletes and coaches. Further, this act requires student athletes to be removed from athletic activities when they exhibit signs or symptoms of SCA. The student athletes cannot return to athletic activities until they have been medically cleared. Since 2012, 10 other states have passed this bill including: California, Connecticut, Delaware, Indiana, Maryland, New Jersey, Ohio, Oklahoma, Tennessee, and Washington.

To further protect students from Sudden Cardiac Arrest, I am introducing a two-bill package.

Introduced as HB1598

Description: The first bill amends Act 59 of 2012 to require student athletes participating in or desiring to participate in an athletic activity to submit to an electrocardiogram (EKG) prior to participation in an athletic activity.  SCA is the number one cause of death of student athletes, and by requiring a baseline EKG, medical professionals can detect and treat SCA before it strikes.

Introduced as HB1599

Description: The second bill amends Title 40 of the Pennsylvania Consolidated Statutes to require insurance companies, which provide health insurance coverage to all students submitting to an EKG under the first bill, to provide for all costs associated with the EKGs.  This ensures that student athletes, whose families cannot afford the costs associated with an EKG, are not excluded from participation in athletic activities, and schools are not expected to bear the cost of what would be an unfunded mandate.
