Subject: School Building Closing Procedure
 
I plan to introduce legislation that will provide a clear process for administrators to follow when closing a school building due to financial, enrollment, or other reasons, or due to charter revocation under the state charter school law.

The closing of any public school -- traditional or charter -- can throw a neighborhood and community into chaos and force parents into a frustrating scramble for alternatives. My legislation would require administrators to provide ample notification of a school closing to parents, the community and the state, and set forth a clear procedures for reporting and for transitioning students to other facilities and programs.

Under current state law, there are no procedures in place to guide administrators who are in the process of closing a school. My bill will protect students, parents, taxpayers and communities, and provide guidance and assistance to administrators at all types of public schools in Pennsylvania -- including traditional neighborhood, brick-and-mortar charter, and cyber-charter schools.

My bill would also allow the state to develop a database of unused or underutilized school facilities in Pennsylvania to ensure their potential sale or re-use benefits the taxpayers who paid for them.
