Subject: Cyber Charter School Funding Reform
 
In the near future, we plan to introduce legislation which would amend the Public School Code, changing the way cyber charter schools are funded. This legislation would cap the amount unaffiliated cyber charter schools receive for students who live in an area in which the school district or an intermediate unit operate their own cyber charter school. Under this proposal, those unaffiliated cyber charter schools would receive the higher of the two funding amounts between the intermediate unit cyber school or the school district cyber school program.

Private cyber charter schools continue to pull away funding from our brick-and-mortar schools, as well as from cyber charter schools contracted through school districts and intermediate units throughout the Commonwealth. By capping the amount of funding these entities receive, we can continue to provide quality education to students in our public schools and prevent private cyber charters from funneling away unneeded funds into their reserves.
