Subject: Exempt Reporting for Existing Conventional Well Owners
 
In the near future, I plan to introduce legislation amending Title 58, the Pennsylvania Oil and Gas Act to grandfather existing “home use” well owners from certain electronic reporting requirements.

Home use wells are small, conventional gas wells that are used on-site to supply fuel to the homeowner. While, I am not opposed to well reporting requirements, I am exasperated with the manner in which DEP mailed notices of violations (NOV), which I felt were threating in nature, to homeowners who had not filed gas production reports. Furthermore, there reports are required to be submitted online, which creates a problem when there’s no internet service or if one doesn’t own a computer.

Clearly, I understand the importance of reporting requirements for commercially producing wells. Likewise, I want to maintain reporting and related requirements for abandoned wells. However I don’t see a value in production reports for small, residential wells that offer no gas for commercial markets. I further do not believe that forcing residential well owners to submit self-inspections is an efficient and effective manner for the department to collect and maintain its records.

Therefore, I’m asking the department to halt on this regulation until a sensible compromise can be reached. I encourage all well owners to be responsible and manage their wells, and report back to the department any potential problems or concerns.
