Subject:	Liquor Enforcement and Proximity Package

In the near future, I will introduce three legislative proposals, which, if enacted, will provide safeguards against irresponsible bar and restaurant owners, and prohibit the presence of liquor establishments near schools and child daycare centers.

According to the Prevention Research Center, neighborhoods that have an abundance of bars, liquor and other stores that sell alcohol suffer more frequent incidences of violence and alcohol-related problems. It is the responsibility of local, state and federal officials to ensure the safety and well-being of our constituents. I believe that one of our shared responsibilities includes protecting our children and youth from the harmful effects of alcohol. Through the respective government agencies, we can help fight crime and blight, and improve the quality of life by instituting tougher regulations, controlling the location of licenses, and setting proximity limitations on these outlets.

Description:	Proposal #1 This legislation prohibits liquor licenses from being transferred or extended to a location within 300 feet of a school or child day-care center.

Description:	Proposal #2 This measure places a food-to-beverage ratio on Restaurant (R) and Eating Place (E) licenses to prevent these establishments from mainly selling alcohol.

Description:	Proposal #3 This bill would require a licensee who has received 3 enhanced violations in any year to come before the LCB to show how they will address the violations. Licensees who fail to appear before the LCB would be faced with an automatic 30-day license suspension and yearly inspections.
