Subject: | Property Tax & Rent Rebate Program Eligibility (Former House Bill 1162) |
In the near future, I plan to reintroduce House Bill 1162, Printer’s Number 2399 of the 2015-16 Legislative Session to amend eligibility provisions for the Senior Citizens Property Tax and Rent Rebate Assistance Program (PTRR) under the Taxpayer Relief Act of 2006. Specifically, this legislation would allow federal civil service retirees hired prior to 1984, who receive a Social Security substitute pension, the ability to deduct 50% of their income for the purpose of determining eligibility in PTRR. Under current law, railroad retirees are granted this same exclusion from income. This legislation passed through the House of Representatives with wide bipartisan support in 2015; however, the bill died in the Senate. It is my hope that both chambers will approve this proposal this legislative session in order to ensure eligibility in PTRR for individuals receiving Social Security substitute pensions.
