Subject: Repealing the Sunset Provision for Administrative Subpoenas In Child Pornography Investigations
 
In 2014, the General Assembly unanimously enacted legislation which gave the attorney general and district attorneys the authority to use administrative subpoenas to identify from internet service providers the “IP address” of computers used to transmit known child pornography. This has proven to be an important tool used by law enforcement to expedite investigations into online child sexual abuse, especially in time sensitive investigations involving “travelers”—individuals arranging to meet a child for sexual activity.

When that legislation was enacted, it contained a sunset clause providing that it would expire on December 31, 2017, unless subsequent legislation otherwise extended or eliminated the sunset clause. Given the success of this legislation, I intend to propose legislation to eliminate this sunset clause. I hope you will join me in sponsoring this legislation.
