Subject: Bonus Ban/Commonwealth Agency Remuneration Equality Act (House Bill 1626 of 2013-2014)
 
In the near future, I plan to re-introduce legislation which would establish the Commonwealth Agency Remuneration Equality Act to prohibit Commonwealth agencies from paying bonuses to any of its employees.

Current law does not include this prohibition. Therefore, opportunities for bonuses exist. In too many cases such increases are issued without an accompanying appropriation or agreement of such funds in any state budget, contract, or collective bargaining agreement. As a result, state agencies are often left with unforeseen expenditures and pay disparity amongst employees in the same job classification.

Although there is certainly merit in providing monetary incentives to hardworking employees, taxpayer dollars must be allocated in an open, transparent, and efficient manner. Therefore, please join me in protecting the public trust by offering your support to this important legislation.
