Subject: Lobbyist Disclosure Penalties (Former HB 1348)
 
We invite you to join with me in cosponsoring a bill that we will be introducing in the near future that amends the recently enacted Lobbyist Disclosure Law to enhance the penalties found in that statute.

The people of Pennsylvania deserve to know that there are stiff penalties for failure to comply with a law designed to inform them of who is influencing their government and how they are influencing state policy makers.

Our bill does the following:
  • Increases the fines associated with simple noncompliance from $2,000 to $4,000 for negligent failure to file or report.
  • Increases the fine for negligent failure to register or report from $50 for each day late to $100 for each day late between 10-19 days and $200 a day after 20 days late.

Additionally the bill would provide that the Department provide that all filings are posted within 7 days of receipt as well as an electronic receipt to be sent to the registrants who file electronically. The receipt shall have a confirmation number and date and time that can be relied on as proof of filing.

Please join us in cosponsoring this bill so that Pennsylvania’s new Lobbyist Disclosure Act accomplishes what it is intended to do – provide full disclosure of those who work to influence state government officials.
