MEMORANDUM

Posted: February 3, 2017 05:53 PM
From: Representative Stephen Barrar
To: All House members
Subject: Cardiopulmonary Resuscitation (CPR) Instruction in High School

Over 326,000 sudden cardiac arrests occur in the United States each year, 88% of which happen outside of a hospital. Many bystanders feel helpless to assist a victim because they were never taught CPR. I plan to introduce legislation focused on the importance of knowing CPR as a means to reduce these startling statistics.

Specifically, my legislation would ensure high school students receive hands-only CPR instruction and are prepared to use this important life skill.

My legislation does not place any new mandate, rule or requirement on Pennsylvania schools. It simply requires the Department of Education to collaborate with trusted national organizations to further define existing curriculum requirements so students are taught the most recent techniques in CPR.

This initiative is a priority the American Heart Association/American Stroke Association.

Nationally, 35 other states have adopted this policy, including all the states surrounding Pennsylvania.

Please join me in cosponsoring this lifesaving legislation.

Introduced as HB921
