MEMORANDUM

Posted: January 30, 2017 03:04 PM
From: Representative Daniel J. Deasy
To: All House members
Subject: Amending the Taxpayer Relief Act relating to the Property Tax/Rent Rebate Program

I am reintroducing House Bill 1221 of the 2015-2016 legislative session. This legislation would amend the Taxpayer Relief Act to prohibit a landlord and a tenant from entering into an agreement in which the tenant is required to pay any portion of his or her rent rebate received to the landlord or the landlord’s representative. This legislation would guarantee that seniors and those with disabilities are able to keep all of the funds they are entitled to under the Property Tax/Rent Rebate Program.

As you may know, some landlords require those who receive a rent rebate check through the Commonwealth’s Property Tax/Rent Rebate Program share a portion of the rebate with the landlord. The intent of the Property Tax/Rent Rebate Program is to assist low-income seniors and those with disabilities. However, the program’s effectiveness is obstructed by predatory landlords.

Please consider co-sponsoring this important piece of legislation. Thank you.
