Subject: Summary offense for depositing unsolicited materials on property city of the first class (Former HB 1396)
 
In the future, I intend to reintroduce legislation that would amend Title 18 (Crimes and Offenses) of the Pennsylvania Consolidated Statutes making it a summary offense for anyone to deposit unsolicited or advertising materials on a property within a city of the first class.

Distributed unsolicited materials are both a public safety and environmental hindrance.


As material piles up, it:

  • Advertises the fact that no one is home, giving would-be burglars the green light to break in and help themselves
  • Advertises that the property may be abandoned potentially putting neighboring properties at risk
  • Becomes waste littering a property
