MEMORANDUM

Subject: Urging the City of Philadelphia to Establish a Year Round Tire Removal Program (Former HR 79)

In the near future I will be reintroducing a resolution urging the City of Philadelphia to establish a year round tire removal program.

The issue of illegally discarded waste tires is a serious problem in our Commonwealth, especially in our more populous metropolitan areas, such as Philadelphia. Not only do illegally discarded waste tires contribute to the blight of Philadelphia’s landscape and decrease property values, more importantly, it poses an even greater threat to the overall health, safety, and welfare of the citizens of Philadelphia and our environment. Illegally discarded waste tires can collect rain water and serve as the ideal habitat for mosquitoes, which may carry the potentially fatal West Nile virus. In addition, the toxic gases which are released into the atmosphere as a result of waste tire pile fires are equally dangerous and remain a major concern.

According to the Pennsylvania Department of Environmental Protection, there are approximately 1.5 million waste tires throughout Pennsylvania. As such, it is imperative that the City of Philadelphia expand the scope of its “Tire Round Up” program and establish a year round waste tire removal program that addresses the safe and adequate removal and disposal of waste tires.

I ask that you join me in co-sponsoring this legislation. Thank you in advance for your consideration.
