Subject: Budget Impasse Negotiation Act
 
In the near future I plan to introduce legislation creating the Budget Impasse Negotiation Act which provides for continuing budget negotiations during a budget impasse.

Under my proposal, if a general appropriation act is not adopted by the General Assembly, signed by the Governor, and enacted into law by June 30 of each fiscal year, the following individuals will be required to meet each day for the purpose of negotiating a resolution to end the budget impasse:
  • The Governor,
  • The Secretary of the Budget,
  • The President Pro Tempore of the Senate,
  • The Majority Leader and Minority Leader of the Senate,
  • The Chair and Minority Chair of the Senate Appropriations Committee,
  • The Speaker of the House of Representatives,
  • The Majority Leader and Minority Leader of the House of Representatives, and
  • The Chair and Minority Chair of the House Appropriations Committee.

During this negotiation period, the previously mentioned individuals will be required to lodge at a location in close proximity to the area designated for the negotiations, and the Pennsylvania State Police will provide transportation as needed for the individuals to ensure that negotiations occur as scheduled.

Further under this legislation, the individuals involved in the negotiations must compile and submit a report on their progress to the General Assembly every seven days until an agreement is reached.
