MEMORANDUM

Posted: December 5, 2016 02:56 PM
From: Representative William C. Kortz, II
To: All House members
Subject: Prohibiting the Following of School Buses too Closely (Former HB 2093)

In the near future, I plan to reintroduce legislation (formerly HB 2093) that will amend Title 75 (Vehicles) to prohibit motorists from following a school bus more closely than ten feet.

As you may know, current law requires drivers to stop at least ten feet before reaching a school bus when the red signal lights and side stop arm of the school bus are activated. However, no provision currently exists requiring that motorists maintain a ten foot distance from a school bus when traveling.

According to the National Highway Traffic Safety Administration, from 2005 to 2014 there were 331,730 fatal motor vehicle traffic crashes. Of those crashes, 1,191 were classified as school transportation-related. These figures indicate that action is needed at the state level to reduce these tragic accidents and further ensure the safety of our school children and motorists.

Therefore, my legislation creates the distance requirement and also requires that the rear of any school bus manufactured after December 31, 2017, display an exterior label, sticker, or sign stating, “At all times stay back a minimum of 10 feet. It is the law.”

I hope you will join me in co-sponsoring this important legislation.
