Subject: Competitive Bidding - Low-Cost Watershed Nutrient Reduction
 
In the near future I intend to introduce legislation to codify and direct existing nutrient credit systems to provide opportunities for lowest-cost compliance with state and federal nutrient and sediment management requirements, and to provide competitive bidding open to all sources. This should attract private investment and verified nutrient and sediment reductions.

Since 1985, Pennsylvania has invested more than $4 billion through various loan and grant programs toward Chesapeake Bay restoration efforts, with significantly more from local governments and family farm operations. An August 2013 report from the Pennsylvania State University estimated annualized costs for compliance through 2025 for agriculture and stormwater at $378.3 million per year.

This legislation will place these water quality investments in the state’s nutrient credit trading program in law, and establish a structure to help ensure lowest-cost compliance through consistent long-term demand for restoration projects.
