Subject: Study on Recorder of Deed Fees
 
In the near future, I plan to introduce a resolution to direct the Legislative Budget and Finance Office to conduct a study on recorder of deed fees. The study intends to look at the costs involved with the task of filing, the types of fees recorders are required to charge as directed by statute, and what would be a fair, sustainable and predictable fee and recording system.

The goal is to more fully understand what the cost is for the administration of the duties of the office of recorder, so that we can work towards a fair and sustainable fee structure. The study will also look at what happens to the fees that are received by recorder of deeds offices across the state, and what the money is used for. This is to ensure that residents of Pennsylvania are being fairly charged, and that Recorders are being properly compensated for the duties of their office. Finally, the study will look at the effectiveness of the Uniform Parcel Index system, and whether usage of this system should be expanded throughout the state.
