Subject: Utilizing PA Turnpike Commission's Rights-of-way for Pipelines
 
In the near future, I will be introducing legislation to permit the use of the Pennsylvania Turnpike Commission’s existing rights-of-way as locations for pipelines. With the need for energy infrastructure increasing each year, this legislation would provide the necessary framework to open up pathways for this next phase of energy development in Pennsylvania. The pipeline is projected to create 100,000 new jobs in 5 years.

The legislation creates a process for the review and approval of applications for the use of the commission’s rights-of-way, establishes a mechanism for the oversight of any pipelines in the rights-of-way, and provides for financial responsibility requirements for pipeline operators. Further, as part of the goal to encourage the use of domestically produced energy, the legislation also allows for the creation of Keystone Opportunity Zones on parcels where material transported in the pipeline is being used.
