Subject: Amendment to Administrative Code Regarding PA Breeding Fund for Thoroughbreds
 
Dear Colleagues,

In the immediate future, I will be introducing legislation to clarify language in the recently passed Administrative Code regarding the eligibility of thoroughbreds receiving payments from the Pennsylvania Breeding Fund, a restricted account within the State Racing Fund that provides incentive awards for winning Pennsylvania born/bred thoroughbred race horses. Specifically, the proposed language reverts to the original act by describing thoroughbreds eligible for awards from the fund as “Pennsylvania-bred.” The term utilized in the recently passed Admin Code, “sired in this Commonwealth," is less precise and expands the eligible pool of recipients beyond what had been originally contemplated.
