Subject:	Temporary Vehicle Registration Cards and Certification of Safety Inspection Stations and Mechanics

In the near future, I will be introducing legislation that amends the state Vehicle Code to: Allow temporary vehicle registration cards issued to a vehicle acquired in Pennsylvania for transportation to another state for registration to be valid for 60 days. These temporary ‘in-transit plates’ are currently only valid for 30 days which has proven to be an insufficient amount of time for the purchaser of the vehicle to obtain all that is necessary for its permanent registration. Provide uniformity of training, qualifications and competency requirements to all safety inspection mechanics certified by the Commonwealth. Presently, inspection mechanics certified prior to January 1, 1983 have been exempt from the recertification standards that all other safety inspection mechanics must meet. Allow PennDOT to have more flexibility in the variety of sanctions it can impose on safety inspection stations and mechanics. Presently, regardless of the severity of the offense, the Department may only suspend the safety inspection certificates of appointment for violations or noncompliance with applicable regulations. The amendment will permit the assigning of monetary penalties in lieu of suspension when the Department deems it appropriate. These amendments have been drafted with the cooperation of PennDOT, which is in agreement with the intent of these statutory changes.
