MEMORANDUM

Posted: March 9, 2016 11:19 AM
From: Representative Mauree Gingrich
To: All House members
Subject: Resolution Directing the Joint State Government Commission to undertake a study of Pennsylvania’s Protection from Abuse (PFA) Act

In the near future, I intend to introduce a resolution directing the Joint State Government Commission to undertake a study of Pennsylvania’s Protection from Abuse (PFA) Act and to issue a report of its findings and recommendations.

The PFA Act provides some tremendously helpful – even lifesaving - tools to victims of domestic violence. But recent events, including the murder of my friend Stacey Pennington last summer, have led me to believe that it is time to take another look at the law in order to identify “blind spots” or “gaps” that may be subjecting victims to unreasonable risk of additional harm. The study will examine not only the letter of the law, but also the practices and procedures surrounding its implementation.

I understand of course that no law is perfect, and no law can keep a person one hundred percent safe, but it is our responsibility as legislators to continually evaluate our laws to determine whether and how we can make them better. This is especially where the safety of our citizens is involved.

Your co-sponsorship of this important resolution is welcome and appreciated.
