MEMORANDUM

Posted: February 1, 2016 04:01 PM
From: Representative Thomas H. Killion
To: All House members
Subject: Perfusionist Permits

In the very near future, I will be introducing two companion bills that will address the temporary permits issued to those seeking to become a licensed perfusionist in PA. These bills will amend the Medical Practice Act and the Osteopathic Medical Practice Act.

A perfusionist is a certified medical technician responsible for extracorporeal oxygenation of the blood during open-heart surgery and for the operation and maintenance of equipment (as a heart-lung machine) controlling it. (Merriam Webster)

An individual seeking to be licensed as a perfusionist is issued a temporary permit to work under the direct supervision of a licensed perfusionist. This temporary permit is valid for two years, during which time the student must pass several exams toward licensing. It is important to note that these exams cannot be taken unless the student holds this temporary permit. Under current law, if a student fails one of the required exams for licensing, the temporary permit is revoked and the student cannot retake the exam or any other exams for licensing.

My legislation would allow for the issuance of the temporary permit for two years and give those studying to become a licensed perfusionist those two years to take and, if needed, retake exams needed for licensing. If all exams are not taken and passed within those two years, the temporary permit would be revoked.

Please join me in co-sponsoring both of these important pieces of legislation. Thank you for your consideration.
