| Subject: | Legislation Amending the Cosmetology Law (Act 86 of 1933) To Bring Clarity To Section of Law Governing Student Clinical Work In Cosmetology Schools |
| In the near future I will be introducing legislation that will amend the Cosmetology Law (Act 86 of 1933) to bring clarity to the section of the law governing student clinical work in cosmetology schools. Currently, Section 7 of the Cosmetology Law provides that students in cosmetology schools may practice on the public as part of the clinical instruction, and that the schools may only charge for the "reasonable cost of materials used in such treatments." This language has always been interpreted to include not just the cost of specific products used, for example the shampoo or coloring, but also the related costs involved which make the student clinical work possible, such as instructor supervision, equipment costs, etc. My legislation will simply clarify that cosmetology schools are permitted to charge the public a reasonable fee for student clinical work. This change mirrors the way cosmetology student clinical work is regulated in almost all other states. My legislation recognizes the current practice in the industry and is supported by the PA State Board of Cosmetology. Please join me in co-sponsoring this important legislation. |
