Subject: Resolution: Honoring Philadelphia Police Deputy Commissioner Kevin Bethel
 
In the near future, I will be introducing a resolution honoring Philadelphia Police Deputy Commissioner Kevin Bethel for his 29 years of service, and congratulating him on his retirement from the force.

In 1986, Deputy Commissioner Bethel joined the Philadelphia police force where his assignments over the years have included positions with the Patrol Bureau, Special Investigative Bureau, Narcotics Strike Force, Narcotics Field Unit, Narcotics Intelligence Investigative Unit, and the Internal Affairs Division. He was appointed deputy commissioner in 2012, and requested the position of LGBT liaison, which he performed with distinction. Deputy Commissioner Bethel implemented Directive 152, which sets guidelines for proper police interaction with transgender and gender-nonconforming individuals.

Deputy Commissioner Bethel currently serves on the National Academy of Sciences Committee on Law and Justice, which assesses and prioritizes strategies and policies to effectively reform the juvenile justice system. In addition, he regularly lectures on school diversion programs and racial and ethnic disparities at the Center for Juvenile Law and Policy Justice Reform at Georgetown University. In January 2016, Deputy Commissioner Bethel will become the first Diana A. Millner Youth Justice Fellow at the Stoneleigh Foundation, continuing his extraordinary work as an advocate for juvenile justice reform.

Please join me in co-sponsoring this resolution to congratulate Deputy Commissioner Bethel on his retirement from the police force, as well as thanking him for his years of service to Pennsylvanians.
