MEMORANDUM

To: All House members
Subject: Resolution: Honoring Philadelphia Police Commissioner Charles Ramsey

In the near future, I will be introducing a resolution honoring the service of outgoing Philadelphia Police Commissioner Charles Ramsey.

Commissioner Ramsey announced this past October that he will be retiring from the Philadelphia Police Department in January 2016 after eight years of service to the department and a total of 47 years in law enforcement. Commissioner Ramsey has led the nation’s fourth largest police department since 2008. Under his leadership, the number of homicides in Philadelphia fell from almost 400 in 2007 to 248 in 2014, representing a 50 percent drop in homicides from the city’s 1990 peak of 500 homicides.

Commissioner Ramsey has also been a prominent voice in the national dialogue surrounding policing and community relations, and has stressed the need to build trust between law enforcement and the public. In January, President Barack Obama called on Commissioner Ramsey to co-chair the President’s Task Force on 21st Century Policing in an effort to strengthen the relationship between police officers and the community. The Philadelphia Police Department is currently working to implement the task force’s recommendations, along with those provided by the United States Department of Justice through an investigation that Commissioner Ramsey himself requested.

Please join me in honoring Commissioner Ramsey’s service in Philadelphia and beyond, and congratulating him on his retirement.
