MEMORANDUM

Posted: December 8, 2015 02:25 PM
From: Representative Neal P. Goodman
To: All House members
Subject: Remedial Hunter Education and Safety Course for All Suspensions by Game Commission

In the near future, I will introduce legislation that amends Title 34 (Game) to require that every hunter who has had their hunting privileges suspended by the Game Commission take a remedial hunter education and safety course before being issued a new license.

Currently, that requirement only exists for those license holders whose license has been revoked due to a statutory mandate within the Code. Act 54 of 2010 removed nearly all mandated revocations in Title 34, giving the Game Commission the authority to decide upon the imposition and terms of license suspensions.

With my bill, all license holders whose privileges are revoked by the Game Commission, whether their offense included a statutorily mandated revocation or not, will need to attend a remedial hunter education and safety course. That course is different from the course that new licensees must pass; it includes more study of hunting and trapping laws and discussions of participants’ past violations.

I believe the fact that a hunter’s license has been suspended is proof enough that they are in need of the additional education and attention provided in the Pennsylvania Game Commission’s remedial hunter education course.
