Subject: E-Verify and Social Security Number Verification for Construction Industry Employers
 
In the near future, I plan on reintroducing HB 380 of 2011 known as the Construction Industry Employment Verification Act.

I realize that many of you share my serious concern for employment and exploitation of unauthorized workers in Pennsylvania. My legislation was carefully crafted and honed in order to provide our state with an additional, legal and effective tool to ensure that private construction industry employers hire only individuals who are authorized to work in this country. I drafted this legislation four years ago with the intent to implement E-Verify for public works. Thus far it has proven to be a tremendous success.

My legislation would require employers in the private construction industry to verify that current employees are legally permitted to work in the United States through the use of the Social Security Number Verification System (NVS), and, additionally, verify new hires through the E-Verify Program (EVP). These systems are operated by the Social Security Administration and the Department of Homeland Security, respectively.

Lastly, this proposal would set in place much needed penalties. In accordance with federal law these penalties are non-monetary, effecting licensing and debarment for willful violations.
