Subject: Legislation to Prohibit Special Funding for Select School Districts
 

Over the past few years, state budgets have included line items and implementing language to provide “Basic Education Formula Enhancements” for certain school districts. Most recently, two school districts were singled out to receive these special funds totaling $3.95 million. This is in addition to the funding these two districts receive through the funding formula. This is particularly disturbing this year since the Basic Education Funding Commission’s work was to determine an adequate funding formula for our 500 school districts.

I have very serious concerns about this practice of picking a few special school districts out of 500 to get a “bonus” which the other 498 school districts do not receive. I believe it is wrong to allocate school funding dollars in this manner. In order to prevent this from being part of future budget negotiations, I plan to introduce legislation to prohibit such enhancements and special funding for select school districts.

Under this legislation, all funding would be required to be formula driven or distributed through a competitive grant program.
