Subject: Amending Title 4 - Category 3 License
 
In the near future, I plan to introduce legislation that will amend Title 4 (Amusements) to allow the PA Gaming Control Board to expedite the issuance of the remaining Category 3 license as early as July of 2015, as to the current schedule of July 2017.

A Category 3 license is defined as being a well-established resort hotel where gaming is allowed only to registered overnight guests or paying customers of the hotel. With certain location requirements, this legislation will encourage a Category 3 license to be issued only in a part of the Commonwealth that is not near an existing casino.

Pennsylvania law allows for three Category 3 licenses to be issued. To date, there have been two licenses issued, which have become the Valley Forge Casino Resort in Montgomery County and the Lady Luck Casino in Fayette County. With support from the PA Gaming Control Board, Pennsylvania has an opportunity to gain additional revenue and create more jobs.
