Subject: | Water & Sewer Municipal Authorities_ Ability to Require a Security Deposit |
My legislation would provide additional protection to Water and Sewer Authorities against consumers who do not pay their utility bills. This legislation would allow Water and Sewer Municipal Authorities the ability to collect a security deposit from new customers. Public Utilities already have the authority to require security deposits from new customers. This bill simply extends that ability to allow Municipal Authorities to do the same, by setting forth a list of criteria that Authorities must use before requiring a security deposit. If such a security deposit is required the Municipal Authority must refund the deposit once a customer has proven over a year that they provide on-time payments to that Municipal Authority. This legislation will give Municipal Authorities an important additional safe guard against customers who do not responsibly pay their bills.
