Subject: Utility Imposters Awareness Week - June 8-12, 2015
 
I am proposing a “Utility Imposters Awareness Week” Resolution be designated for the week of June 8 - 12, 2015.

I am proposing this legislation due to the fact that law enforcement professionals report an increase in crimes of opportunity with more break–ins, muggings and street violence during the warmer months, and most criminals do not like confrontation and look for convenient targets, particularly senior citizens. Also, many criminals see opportunity to rob homes by brazenly posing as utility workers to gain access and distract the homeowners, therefore, imposter incidents are increasing whereby unsuspecting residents are preyed upon by unscrupulous and potentially dangerous individuals. All utility companies employ field personnel who sometimes must access customers’ homes to perform their jobs; and despite outreach efforts, too many customers are unaware of the illicit practice of criminals who disguise themselves as utility workers to rob homeowners. Therefore, utility providers are banding together to raise public awareness about the dangers of utility worker imposters, as well as how residents can protect themselves and how to respond. The Pennsylvania Public Utility Commission shares the concerns of utility providers and law enforcement, and supports the need for greater consumer awareness about utility worker imposters; and in the interest of public safety and welfare of the residents of this Commonwealth, and joining the collaborative effort of individuals, utility companies, law enforcement and community organizations to raise awareness and prevent utility imposter incidents.
