Subject: Cosponsorship Request - Amending the Permit Extension Act
 
This week, I plan to introduce an amendment to the Permit Extension Act, legislation that defines the extension of approved state and local building permits for construction projects. This language will allow for the extension of state and local construction permits approved as of July 2, 2013.

This bill is an amended version of HB 784, which unanimously passed the House and Senate last year. A recent court decision has indicated that HB 784 was not clear on whether it covered the right to convert or withdraw real estate. My bill simply clarifies the General Assembly originally intended for the act to cover convertible or withdrawal real estate.

In addition, this legislation includes language that will clarify the tolling period included in the original act. As a matter of practice, state agencies have indicated that the original intent of the language would apply; however, there is no guarantee that all political subdivisions will interpret the language as such. Because of this potential inconsistency, hundreds of thousands of permits a year, a single expiration point would not only cause a chaotic renewal process, but even more expense and wasted time for municipalities and private businesses.

This extension will greatly benefit the recovery of residential construction and Pennsylvania’s economy by coordinating permit approval timeframes with available financing in this tough economy. Please join me in co-sponsoring this important piece of legislation.
