Subject: Request for Co-Sponsorship: Providing for Transparency Prior to the Transfer of Municipal-Owned Infrastructure.
 
In the near future, I plan to introduce legislation that would offer greater transparency during the process of transferring municipal-owned infrastructure.

My legislation amends Title 53 (Municipalities Generally), creating a new chapter requiring municipalities to hold public hearings prior to the sale or acquisition of water and sewer infrastructure. My bill would also require municipalities to allow for public comment during a meeting concerning the sale of such infrastructure. Additionally, the language provides for ratepayers to be notified on their monthly billing statement prior to a public meeting regarding such a sale.

This legislation is inspired by House Bill 66 of 2015, which is currently moving in the General Assembly. House Bill 66 seeks to require similar transparency measures for the transfer of sewer and water infrastructure owned by municipal authorities. Because House Bill 66 addresses such an important issue with respect to open government and accountability, I believe the same transparency measures should also be applied to municipal infrastructure that is not administered by an authority.
