SUBJECT: Co-sponsorship of Legislation – Taxing Electronic Cigarettes



In the near future I intend to introduce legislation amending the Tax Reform Code of 1971 to tax electronic cigarettes.

As you may already be aware, the use of alternative nicotine products has been gaining popularity in the last few years. More and more people looking to quit smoking are turning to electronic cigarettes and nicotine vaporizers to help wean themselves from traditional tobacco products. While kicking a tobacco habit should certainly be commended, cigarette taxes exist to raise funds for public health initiatives and to discourage our youths from smoking. As more people turn to electronic cigarettes, we need to re-capture the revenue necessary to keep those programs funded and discourage young people from getting hooked on nicotine.

Modeled after similar legislation in other states, my legislation would add a $0.05 per milliliter tax on electronic cigarette liquid. In this way, along with my other electronic cigarette legislation, we can walk the line funding vital programs and discouraging young people from picking up potentially deadly habits, while not overburdening people who are trying to better themselves and their lives.
