MEMORANDUM

Subject: Increase in fee for local registrar to issue death certificates

In the near future, I will be introducing legislation to increase the fee for local registrars to issue death certificates from $6.00 to $8.00. For each fee received by the local registrar, $4 would be retained by the local registrar and $4 would be transmitted to the Department of Health for the Vital Statistics Improvement Account.

This fee has only been increased once since it was enacted in 1953. Since then, the Legislature has significantly increased the responsibilities of the registrars, which has resulted in additional costs for supplies and paperwork. The registrars do not receive any reimbursement for those additional costs.

Additionally, under the current law there is a $60,000 limitation on the compensation in any one calendar year. Once this cap is met, the local registrar must transfer all additional fees to the Department of Health which would deposit $4 to the Vital Statistics Improvement Fund and $4 to the General Fund. My proposal would increase this cap to $75,000.
