Subject: Smoking in Vehicle Occupied by a Minor
 
In the near future, I plan to introduce legislation that will prohibit smoking in a motor vehicle that is occupied by a minor.

Exposing children and adults to second hand smoke in the confined space of a car is extremely hazardous. Even with the windows open, the concentration of toxins in second hand smoke is higher than what the Environmental Protection Agency considers hazardous air quality. The Centers for Disease Control and Prevention report that second hand smoke causes serious health problems in children, including increased risk of bronchitis, pneumonia, ear infections and asthma.

Currently, Pennsylvania’s Clean Indoor Air Act (CIAA) prohibits smoking in vehicles used for mass transportation and at mass transportation stations. The CIAA further prohibits smoking in private vehicles used in the provision of child care services or for services provided to children under the custody of state and county children and youth services.

Eight states have enacted laws prohibiting smoking in vehicles when children are present.
