Subject: Area Agencies on Aging Funding Formula – Remove Hold Harmless Clause
 
I am reintroducing former House Bill 149, legislation that would remove the hold harmless clause on the statutory funding formula for our Area Agencies on Aging (AAAs).

The current funding formula was last revised in 2004 and contains weighting factors for population, age of seniors, minority persons, rural and poor seniors. Appropriately, the formula recognizes that older seniors, seniors in rural areas and less fortunate seniors need more assistance.

When I originally introduced this legislation, the hold harmless clause shorted Bucks County approximately $2.4 million/year. Of the 52 AAAs, approximately eight received nearly $30 million too much, one received appropriate funding, and 43 received $31 million too little based upon that formula. The funds are derived from the PA Lottery Fund which was created to benefit all older Pennsylvanians.
