Subject: Resolution Honoring Ronald W. Costen, Director of the Institute on Protective Services at Temple University
 
In the near future, we will offer a House Resolution honoring Ronald W. Costen, Ph.D., Esquire, on his retirement from Temple University’s Institute on Protective Services where he has served as director since 2000.

The Institute on Protective Services is a collaboration between the Pennsylvania Department of Aging and Temple University to provide training and investigative consultation on elder abuse. During his tenure, Dr. Costen has assisted district attorneys, local law enforcement and area agencies on aging with their investigations of physical abuse and financial exploitation of senior citizens. In addition, Dr. Costen and his staff helped to establish the very first elder abuse task force in Pennsylvania. There are now 33 counties that have an elder abuse task force.

Prior to his work at Temple University, Dr. Costen was appointed deputy attorney general in the Pennsylvania Office of Attorney General, Criminal Law Division, where he prosecuted cases of abuse and neglect of the elderly, children and the developmentally disabled. He also implemented the Gerontology Institute at Marywood University in Scranton, and taught graduate-level courses in social policy, aging, human behavior and health care, among his many other accomplishments.

Perhaps most admirable is that Dr. Costen has never wavered in offering his assistance to anyone requesting his help. He is easily considered one of the foremost experts in the field of elder abuse and Pennsylvania has been fortunate to benefit from his expertise.
