In the near future, I plan to reintroduce legislation that will create the Video Gaming Act (HB 1475 of 2013-2014). This bill would legalize video poker for adults aged 21 and older at licensed establishments

The bill provides that each application for a license must be accompanied by a nonrefundable fee set by the Pennsylvania State Police. The money obtained by this fee will be used for performing a background check. Profits gained from legalizing video poker would be distributed in the following way:
  • 30% to the licensed establishment
  • 30% to the licensed operator
  • 40% to the State Video Gaming Fund (created under the act)

Under this bill, the Department of Revenue shall allocate at least $500,000 annually from the State Video Gaming Fund, which would be created under this Act, for the purpose of treating compulsive gambling in Pennsylvania. The State Treasurer shall transfer the remaining balance in the State Video Gaming Fund to the State Lottery Fund on a monthly basis.

Other funds in the State Video Gaming Fund would be dispersed to the Department of Revenue, Pennsylvania State Police, Office of Attorney General, Pennsylvania Gaming Control Board, Compulsive gambling treatment programs, and the State Lottery Fund. The General Assembly would appropriate the revenue from the fund to these departments/agencies based on itemized budgets annually submitted by them and budgets and recommendations made by the Department of Revenue. The funding would be allocated to these agencies specifically to pay for their responsibilities required under the Act.

Allowing these machines would provide an additional, and much-needed, revenue source for local clubs and their host municipalities.
