Subject: Damage to Rental Property (former HB 1495)
 
In the near future, I will be reintroducing legislation – former House Bill 1495 – that would amend Act of April 6, 1951 (P.L. 69, No. 20), known as the Landlord and Tenant Act of 1951, to require satellite and cable television providers to notify landlords via certified letter prior to providing and installing cable or satellite television service to a tenant on the landlord’s property.

Currently, satellite television providers frequently rely upon the tenant to approve and notify the landlord when installing and providing satellite television service to a property. Consequently, the landlord may be left with physical damage to the landlord’s rental property caused by the installation of satellite television equipment. The Landlord and Tenant Act of 1951 currently requires cable providers to notify the landlord prior to the approval and installation of cable television service to a tenant, but the statute does not specify the method of notification.

This legislation would require that cable and satellite television providers notify the landlord of the installation of service to a tenant via a certified letter, therefore ensuring the landlord is notified before any installation begins on his or her property. By closing the gap in the statute, this legislation will ensure that cable and satellite television providers give landlords proper notice before beginning potentially damaging installations. It is my hope that this notification can decrease the unintended damage to rental properties when this service is being conducted.
